Who cleans condo windows in Toronto?
Usually it is split. The condo corporation cleans the outside of any window you cannot reach safely from your unit, because that work is done from a swing stage or rope access under Ontario Regulation 859. You clean the inside, and in most buildings the glass you can reach from your own balcony.

What Ontario Regulation 859 means for your building
Ontario Regulation 859 is the provincial rule for window cleaning. It applies wherever a worker could fall 3 metres or more, which covers the outside of almost every condo tower. In short:
- A worker who is not on a ladder and could fall more than 3 metres must use a fall-arrest system.
- Before work from a suspended scaffold or bosun’s chair, the employer must notify a Ministry of Labour inspector.
- Rope access workers must be certified by IRATA or SPRAT.
- The building owner must have roof anchors inspected at least once a year and keep a logbook.

Cleaning your own balcony glass well
- Check your building’s rules on water use. Many restrict hoses and buckets because water runs onto balconies below.
- Clean on an overcast day. Sun dries the glass before you finish and leaves streaks.
- Do railings from the inside face only. Never lean out past the railing.
